Why does the mountainous terrain affect the storm if the storm is thousands of feet about sea level? why does it have a different effect than crossing a smooth land surface

I feel that 5 yrs ago all weather forecasters got in trouble for being "drama queens" when forecasting storms coming into our area. Then Charlie hit and everyone complained about the lack of information that came into the area. We saw first hand what damage that caused. Keep us informed on all levels. Too much info is better than not enough info. Thanks for always being there for us.
